New reinforcement variabel added SHOW_BARMESH_ENTITY_AT_PLOTTING and changes to GENERATE_BARMESH_WITH_ENTITY.

New variable added under "Reinforcement - Default" in IMPACT Standard Admin called "SHOW_BARMESH_ENTITY_AT_PLOTTING". If the value is set to "1" then will the Bar mesh entity be plottet when plotting.
Changes made to "GENERATE_BARMESH_WITH_ENTITY". If the value is set to "1" then will the bar mesh generated be generated as a bar mesh with entity. (Before this change was it only when the bar mesh was generated from the plan)
