Add a project filter for Symbols.

A setting in Project Manager - Project Properties - Components - Symbols has been added. 
All & Project are the options that can be chosen. 

All will allow all symbols on all levels (Common, Local, Project) to be drawn with "Draw Symbol"

Project will restrict so only project-level symbols can be drawn.
