GENERATE_BARMESH_WITH_ENTITY allows the user to generate bar mesh with entity from plan

New variable added under "Reinforcement - Default" in IMPACT Standard Admin called ""GENERATE_BARMESH_WITH_ENTITY". If the value is set to "1" then will the bar meshes generated from Plan be generated as a bar mesh with entity.
