Crane capacity to '0' now provides the Cranes with a minimum lifting distance

Support for minimum crane radius is now added.

When using cranes on site. they often have a "minimum" radius. Element with centroid inside the minimum radius will fail crane check.
Minimum radius means the minimum distance an element can be from the crane, where the crane can still erect it.
