Fix: Element Label QR-code for IMPACT Go, the old app (Case 135112)

Because of the complexity of the fix there is an additional explanation below.

A new QR-Code has been added to the Element Label Report - This new QR-Code is called "EXTERNAL_SCANNER". This QR-Code contains "Dummy values" to ensure that IMPACT Go or Scanners don't crash with "Special Characters".

Below is a schedule showing the compatible versions of IMPACT Go and IMPACT Go NG.
