All reinforcement text is huge in the layout. How do I change the scale back to normal?

Sometimes, the text for reinforcement in a drawing layout can be huge, and the elements and the bars/stirrups will be of the normal size. This is because the PSLTSCALE has been changed from 0 to 1. One can read more about the PSLTSCALE on AutoDesk's website by following this link. 

LTSCALE and CELTSCALE can also be used to make the text larger or smaller. 
The scale for rebars is a multiplication of LTSCALE and CELTSCALE.
