Reinforcement layers on Reinforcement group lineup.

There is now a separate reinforcement layer for the reinforcement groups both in the line-up and when drawn in the elevation view.

For example, in a sandwich wall, the reinforcement group is now drawn in the layer "SW_E_RC_GROUP" in the elevation view and in the layer "COMP_RC_GROUP_VIEW" in the reinforcement group line-up.
