Option to disable "Set Status" on Model View, Id, and Mobile app

A new Permission has been added to the user roles. This permission is called "Set Element Status" and is a "Yes/No" role. 

If set to "No" will "Set Status" be disabled in Model view, Element ID and IMPACT Go. This permission has been added so its possible to only use the automatic status machine.
