Enhance Issues with section and design manager.

To enhance the issues dialog, section, design & erection manager have been added. 

The sections are located in the issues node in Resource Manager.

There is also a setting added if the section dialog should be mandatory to fill in or not.

If this is set to yes, the following message will show to warn the user.

The new fields in the dialog below are Element Planned Dates, Created by, Design Manager & Erection Manager.

The sections are shown in the following places: Rejection, Disorder & reports.
